On the way to make install methods converge into 'the packages way' I propose a new install mode for source installs that implements a similar approach to the packages way of handling Koha instances.

This bug should depend on others, which generalize the command-line tools, to be less Debian-specific.

I'm more interested in Julian's work on making Koha a Mojolicious app (with multi-tenancy in mind). So, not clear right now this is needed.
