no-zebra (probably reproable on zebra too)

In the circulation rules, if we only set the default branch (*) Total/Default value to 25,5 (all other values or all other branches are empty), we are able to loan a 6th item to a borrower without any warning.

I was expecting to get a Too many issue type of warning.

It looks like some fallback checks are missing.

It doesnt seem to be checking the number of issues allowed at all. It is using the value for the date check though.

I will go to check CanBookBeIssued now
