I'm on Chrome on Mac and when I go to the saved reports page and click the 'Actions' button it doesn't pull down.  When I do the same thing on Firefox on Mac it does work.  This is in 3.14.6. It works fine in Master.

I've seen the same behavior. What I noticed is that there seems to be a report threshold where the action button will stop working. It looks like about 100 reports. What happens is when you the reports screen and load more than the standard 20, the highest number reports action button does not work. However if you first click the action button on one of the 1-20 reports and then scroll down and click on a higher report, it will work. 

The easiest way to test this where I can see the behavior every time, when you have a good amount of reports that will not all display on the normal view, select to show "ALL" entries, and then click on the action button for the bottom most report.

I saw it first in 3.14.05.000 but it is still a problem in 3.16.00.000. I only had 39 reports but you are right - anything beyond the 20th and the popup doesn't appear until you click one of the first 20. Changing the sort order has no effect - it is not the first 20 listed reports, nor reports up to ID=20 but simply the first 20 in ID order. It is not a problem in IE version 11.0.9600.17107 but fails in Chrome 35.0.1916.153 m.

It doesn't have anything to do with the number of reports other than the fact that the bug is somehow connected to interactions with the table sorter plugin's paging of results.

I can trigger the bug using Chrome with my test system (with 31 saved reports) by opening the page, clicking the "Last" button, and clicking the "Actions" button. Nothing happens. But if I click "Previous" the buttons work, and if I then click "Next" the buttons which didn't work before work again. Resorting the results also seems to enable the buttons.
