Joshua and I had the idea to use the OPAC reviews system as a basis for a comments system for bibliographic records. I think framing it as "comments" makes it easy for the user to understand, as it places it in a context they're familiar. Moving away from the term "review" lifts the burden of having to write a thorough well-structured composition (which I think is a good thing).

Some pieces are missing if we want it to work this way:

- Currently you can only write one review, which would eliminate the possibility of users having any kind of dialog.
- Users' full name is displayed, which some may not like. Should we offer users the option of specifying a user name with which they can submit comments?
- A star rating system (like Amazon's) would be great.

For the time being, comments in OPAC could be enable or disable with
syspref 'reviewon'. If enable, all comments are moderated.

It would be useful to distinguish anonymous and connected users and to moderate
or to open comments. Could be done with two syspref :

  CommentAnonymous  Comment for anonymous users
  CommentUser       Comment for connected users

Each syspref being a choice variable with 3 values:

  closed
  open
  moderated

For a lot of libraries (corporate, special etc) there should be a way for them to allow people to submit unmoderated comments.

This will need a syspref, like tags, moderation on by default so existing behaviour stays the same but a library can choose to switch off moderation
