Frameworks configuration silently ignores having two different sets of indicators for one field.
It appears that you can't control the indicator value for each subcode within one tag.
I wish to use two framework entries in the Marc tag 024. These are:
024 10 $a, and 024 30 $a for UPC and EAN bar codes respectively.
I can set the first one for UPC but when I create the 2nd subcode entry in Frameworks,
it is silently ignored. I have not noticed any error entry in the log.
The first one that I enter is visible, but there is no sign of the 2nd subfield.
There is no issue if a MARC record is imported with either or both of these coombination
of tag, indicators and subfields.

Hi Courtenay, I am not sure I understand your report yet. Were you trying to add 2 024 $a configurations to your framework?
At the moment it's not possible to set up repeated tags with defaults - but not only the indicators, you can't start out with 2 $a in your framework form.
