Bug 25846 introduced a new feature to display only one image at a time, if a record has more than one image.  This feature is being carried over to the OPAC in bug 26933.

It would be useful to mark one of the images as the default.  There should be a global setting, and then an individual record setting that overrides the global default.

I think a default would only work for multiple local covers, for web services it would maybe needs something like a priorities list.

Agreed.  I think both should happen.  Local images should have the ability to be marked as default, and a priority list in the Enhanced content section of the system preferences should indicate priority between the groups.
