I believe this is a duplicate of Bug 34597 resolved in 24.11 but as an aside we are thinking about whether people with blocked accounts should be able to place ILLs or even a Purchase suggestion, for that matter. I suspect I'll be adding bug reports to seek these limits on activity when the borrower is not playing by the rules. |
