On the main Tools page in 21.05, "Tool plugins" is missing from "Additional tools." If you select any one of the tools, it appears in the column of tools on the left side of the screen.

Update: I added a tool plugin, and now "Tool plugins" appears on the main Tools page, with my plugin listed under it. Maybe it needs a plugin to appear?

Agreed, but my original point which I should have explained in greater detail was that on the Tools home page Koha displays the following options: Calendar, CSV profiles, Log viewer, News, Task scheduler, Edit quotes for QOTD feature, Upload, Access files. There's no plugin link.

If you don't have any plugins installed, the only way you can get to the plugin link is if you happen to click on any of the other tools. On the left column, even if you don't have any plugins installed, you get Calendar, CSV profiles, Log viewer, News, Task scheduler, Quote editor, Tool plugins, Upload any file, Access files.

If plugins are enabled in the koha-conf.xml file, the Reports page has a link to Reports plugins. For those of use who are still learning Koha functions as we need them, having a Tools plugin link on the Tools page where it's easy to find would reduce the frustration level rather a lot. :-)

Oh, You can go to Administration >  Manage plugins
