It isn't made clear from the system preference description for LinkerKeepStale that LinkerRelink (and currently CatalogModuleRelink per bug 30024) have to be set to Do in order for a Don't setting on LinkerKeepStale to have any effect. 

It may be helpful for libraries if the LinkerKeepStale system preference description pointed this out by adding something along the lines of the second sentence below: 

< [Do/Don't] keep existing links to authority records for headings where the linker is unable to find a match. Setting to "Don't" requires setting LinkerRelink to "Do". >

Making this more explicit in the manual could be helpful as well.
