Spine label program does not support printing of records with diacritics. Major issue for any international site, any academic site, any large public site.

In testing, I could not even get Koha to open the file with a bib that has diacritics.  (to test:  z39.50 to import any record with diacritics.  I used "Kinder, das ist gefahrlich"  (umlaut a in gefahrlich) from Library of Congress. When trying to generate the batch, Koha gives error of corrupt file.
