Allow staff to specify the time period after which claims returned and long overdue items are changed to lost status.  Creates two new sysprefs for those time periods.  If present, those settings override the cron job entry for the longoverdue script.

There is no claims returned function in Koha right now - so I think we can close this and this feature can be part of the claims returned function that is written.
