A hold may be waiting at a different branch or desk, or the staff may not have the time to step away and pull the hold due to a line at the desk. 
It would be helpful to have an option to do a request instead of just cancelling the hold.

+1 on this. I've spoken to a few librarians who would like staff cancellation of waiting holds to follow the same process as when the patron requests a cancellation.

+1 This would be a HUGE help! We have a six-branch system which means that the person cancelling a waiting hold is very often not at the branch where the hold is located. Since Koha considers an item as Available as soon as the hold is cancelled, if someone forgets to alert the staff at the branch with the hold, no one will know that the item needs to get pulled and checked in.

Yes, please. We have 17 branches with share-and-share-alike holds. Koha instantly changing the status of an item when the hold is cancelled from "On hold" to "Available" is how items end up on the missing lists. They should be checked in at least once before they become "available" again.
