On my install the format has to be "YYYY-MM-DD". The calendar widget outputs a date in the "MM/DD/YYYY" format. Patch to follow to make it use the right date format of your install.

I know master uses a new calendar widget, but hardduedate won't work at all if the date format isn't the right one, so I figured it was a bug important enough to a patch for 3.8.

Created circulation rules with different dateformat settings and hardduedate settings.
After applying the patch the calendar produces the correct fomats and rules are saved correctly.
Checking out an item to the hardduedate set works too.

Fixes a bug with the old calendar widget - applies to 3.8.x and probably also to 3.6.x.

The patch does not apply anymore, (I think due to bug 8181)

That's why it's for < 3.10

Hi Paul, as Maxime pointed out, this is a patch for 3.8 - because that is still using the old calendar widget. I tested it on a 3.8 installation successfully when signing off.
