opaclayoutstylesheet and opaccolorstylesheet need to have their default values of opac.css and colors.css for the CCSR theme to work. If they are left blank they look for the css files in the prog folder.

Bug 9716 - opaccolorstylesheet must be filled in for CCSR

To test:

Empty out your opaccolorstylesheet system preference (for fun, but not necessary, you can empty out your opaclayoutstylesheet preference too)
Switch themes to CCSR
Load the opac - if it doesn't go horribly wrong the patch is working.

Before passing QA, just a *dumb* question:
Why do you set to colors in doc-head-close.inc of the prog theme, if this report pertains to cssr?

Please explain or send a followup and reset to Signed off.

The CCSR OPAC theme has since been removed. As this bug has last been updated in 2013.
