Currently the library where I work applies two types of sanctions: per household or per room (in situ). If the sanction is per household, the borrower may check-out a book only by room. If the sanction is in situ, the borrower is completely penalized, unable to borrow any of the two forms. (Sorry for my bad english)
Hi Hector, can you explain this a bit more? Do you mean they can only do on-site-checkouts opposite to taking items home with them?
