The parameter should allow specifying a URL to import css for a specific branch

Hi Nick, why a URL and not an input field? (or maybe have both?) The need of putting files on the server often adds some more difficulty to use such features.

The idea was a way to replace OPAC_CSS_OVERRIDE, I would be happy with maybe both?

Ah yep, a URL would definitely work better than a setting in the Apache config :) A text input could be done later, I just wanted to put it out there :)
