add a .perltidyrc file to the koha distribution. According to MJ, this was once suggested or used as a standard:

perltidy -bar -ce -pt=2 -vt=2 -en=4

I'll use that as a starter RC file.

Then, perhaps add a test for tidy into the xt directory.
