Coming out of conversation on bug 25733, some libraries would like this threshold to only count claims that have not been resolved. I think this will need to be another syspref.

This makes sense. If your claimed returned items are found on shelf, paid for, or checked in at some point later and are resolved, then their library record is clear and should not be blocked or penalized.

It's the outstanding, unresolved claimed returned items we want to count.

This is how I assumed it worked. I would like this option as well.

Does it need to be an option? It seems like it might not work as expected right now.

This would be a blessing. Right now, it is misleading to staff to see what they believe is an issue to be worked. They waste time at customer contact point researching it, only to find it has been resolved. Definitely in favor of adding this as a system preference.
