Holds can be suspended from request.pl but they can't be deleted.  It would increase efficiency if staff were able to delete a hold when viewing the holds queue rather than having to go into the patron record to delete the hold.

I'm changing the status to duplicate, because it's solved (unintentionally) in bug 23678
