Checkouts that can proceed by override using the single-item checkout function don't work using batch checkouts. To replicate:
-Find or set a circ rule that allows X items for your test patron category
-Check out X items of that type to your test patron
-Using batch check out, enter 1 or more barcodes of the same item type as above and click 'Check out'
-On the confirmation screen, note the 'Too many checked out' message and that the line for that item is still selected 
-Click the 'Checkout or renew' button
-In your patron's checkouts table, see that the items over the limit have not been checked out
