It would be nice if the opacnav showed on the log in page in the OPAC (there's plenty of room there).
Still valid, but maybe by intention? For libraries not allowing OPAC searches until after you have logged in, this might be the desired behaviour.

Maybe it could also be tied to the OpacPublic system preference, only showing navigation, if the OPAC is public.
It is by design that the login page is focused on the login form and associated information. I think that the availability of the OpacLoginInstructions content option also makes this WONTFIX.
