The TransferLog and ErrorLog parameters set up by installer.pl failed for me. 
It tries to put the log files under /etc/apache/logs/... which is not writeable
by the apache user.  The Debian version of apache defaults to /etc/apache for
relative paths.  Logs need to use an absolute path pointing to /var/log/apache/

Actually, it was just TransferLog that failed.  My reading of apache's
documentation states that TransferLog does not take a second parameter. 
CustomLog is the directive that takes the formatting parameter (eg "common"). 
I'm going to remove the "common" and post to koha-devel for comments.
