It tries to put the log files under /etc/apache/logs/... which is not writeable by the apache user. The Debian version of apache defaults to /etc/apache for relative paths. My reading of apache's documentation states that TransferLog does not take a second parameter. CustomLog is the directive that takes the formatting parameter (eg "common").
