Currently, when you have Javascript turned off, you can get to the z3950_search.pl page, you can do a search, you can see the MARC, but you cannot import a record.

This is because the script is trying to import the record into the "parent" window, but since it has been opened in the same window rather than as a pop-up (due to there being no Javascript), it just fails (without any error messages). 

Currently, the Z39.50 in Acquisitions works without Javascript, because it never uses a pop-up window. It manages searching and importing in the same window, so no Javascript is required for the main action. 

I think it might be a good idea to move toward this type of model so that the feature doesn't break without Javascript.

If you want to make the argument that the workflow makes more sense without the pop-up that's fine, but the staff client requires JavaScript. I do think we should follow best practices for progressive enhancement when we can, but we are not obliged to provide support in the staff client for non-JS users.
