Similarly, the 'modify' action should be checked.

I can't edit the help on my Koha because of a problem with file permissions - I am not sure how to set them correctly. It's a dev installation (not gitified). Can I get a hint?

To get it to write to /tmp, I had to count the number of directories upward and add a few ..-s in order to get to the root of the server and than to /tmp.
Could that be your problem?
