Koha is packaged as a Debian native package. The build tools in debian testing now enforce the policy that native packages shouldn't have -1 in the version (i.e. shouldn't have a debian version part.)

For now this is fixed by removing the -1, ultimately Koha shouldn't be a Debian native package.

This change makes the package versions conform to debian requirements
for native packages.
