If a patron leaves a hold note they don't see that notes in the OPAC on their account.
I don't have any idea how libraries use hold notes (we don't use them at all), but it seems likely that some libraries are currently using notes in a way which is meant only for the staff. For these libraries, making the notes available to the patron might be a problem. To fix this bug properly we would probably have to add a "public note" field.

I don't misunderstand what the bug is about, I just contend that it wouldn't be appropriate to simply make the notes information public without accommodating libraries who may have been using the notes field--via the staff client--for information which they don't want the patron to see.
Maybe we should split notes - have patron and staff notes? On migration we could handle all existing notes as 'staff' (internal) notes.
