While testing bug 11703 with screen reader and braille line, the library reported a problem with navigationt the jQuery UI tabs with the keyboard:

What the librarian expected was to jump from one tab heading to the next using shift, then select one with enter.

Tab navigation now seems to require that you use the arrow keys, then you can select the tab with enter. But additionally you then have to use 'arrow down' in order for the screen reader to read the contents of the selected tab. Else it will appear that there is no content.

This was tested with the tabs on the staff detail page item form and with the tabs in the new 'ajaxy' circulation (holds, relative's checkouts, restrictions).
