Right now only the staff that creates a patron list (this is the Tools > Patron lists list - not the Private lists I'm referring to) can see their list. It would be nice if there was a permission or a way to have all lists of patrons visible to all staff.
Would prefer to have permission setting in individual accounts, and not an all or nothing permission.
My superlibrarian user can see all patron lists already. Do you mean to make a permission for if there is a staff user who is not a superlibrarian?

I think that's the idea. Here's a question, what does the 'lists' permission do? As far as I can tell, it does nothing!

As far as I can tell, it does nothing! You are correct, this has not been correctly implemented from the start. We have a top level permission, 'lists' where people expect it allows/disallows access to the lists area in staff, but that does nothing. It was only created for the sub-level permission about being able to delete public lists. See bug 13888. But I think this is about patron lists, not lists?
We got tools > manage_patron_lists for patron lists. Not sure how we could best add sub permissions to a sub permission /third level of permissions.
We now got the option to mark any patron list as 'shared', which means it will be visible to all staff members. I feel this is a more flexible solution than another permission - marking resolved, please reopen if it doesn't fit your needs.
