The present 7 syspref under I18N / L10N are better sub-grouped under:

Date and Time: CalendarFirstDayOfWeek, dateformat, TimeFormat;

Language Support: alphabet, language, opaclanguages, opaclanguagesdisplay

I'm not proposing a separate patch. This is proposed to be part of a patch that adds two new sysprefs under I18N/L10N. Placed here for feedback. Does this make sense?
