Encoding characters in link "Back to results"

When search word have characters: ć, ą, ä, ö, ü, etc. (all except English) there is a problem about encoding characters link "Back to results" (opac-detail) in records. Only in OPAC. Tested in Koha 3.16 and Master

The problem with searching for ć, ą, ä, ö, ü remains for the system preference editor, which is separate from the catalog search.

The "back to results" problem was solved in bug 11515

Problems appear to be fixed on current master. Closing bug, please reopen if you still see any problems.
