View of ordered results under ICU

Using ICU or not the sorting of a list of results in opac/staff client is ineffective for character sets such as cyrillic

Without ICU the sorting seems to be by length

I believe both ICU and chr use the same Zebra sort file. Which file is used is determined on installation time, as we have different versions for different language code. The default en file doesn't include sorting for cyrillig or greek, others do. Maybe we should try and create a more complete standard file.
