Hold request targeting implements a new database table and a feature of the holds queue batch job that targets items to specific hold requests, thus help to reduce the number of branch transfers and ensure that as many available items are used to fill requests as possible.

Is this about the table hold_fill_targets?

I didn't find the old RFC because the old wiki is gone.

Can this bug be closed?

Galen has confirmed on IRC that this feature was implemented and bug can be closed.
