This sounds like something which should be handled at the OS level, not within Koha. How would you choose which set of characters to display?
Maybe another option would be to adapt the code for the OPAC screen keyboard (http://wiki.koha-community.org/wiki/How_to_add_an_OPAC_screen_keyboard) for the intranet. I think it should be possible to add it to the navigation on top of the cataloguing module.
