A library wants to allow patrons and staff to place holds on "Damaged" items. 

However, depending on which screen you are on in the staff module or OPAC, you may or may not be allowed to do so.

In the staff module you are not allowed to place a hold from the search results screen, but you can from the "normal" or "hold" tab in the material record.

In the OPAC on the search results screen "place hold" is not listed under "actions," but you can do it by checking the box and clicking place hold at the top of the screen.  You can also place a hold from the opac details page for the material.

I can place holds on damaged items from everywhere.
