I'd like a designated parent to have the ability to access all the OPAC features that their children normally would when the latter log in to the OPAC under their own accounts.

In other words, when a parent logs in to their own account, they will also be able to do all of these for their children's accounts:

View and renew items checked out
View and renew items overdue
View status of and cancel holds you have placed
View fines you owe
Submit changes to your personal details (like name or address)
Submit a change to your password
View your Reading History (also known as 'Checkout History')
Manage your purchase suggestions (view status and add)
Manage how you're notified by the library of events and due dates
Review an edit your lists

If new features are planned under 3.2, then these should also be available.

Rationale: A family administrator account would make it much easier for families to maintain their library accounts. At present, for example, the simple task of making a list of all family items due back would require a parent to set up user logins for each of his/her children & log in under each of those accounts.

Note that this should be an _option_ at the child account level. To meet librarians' long-standing respect for patrons' privacy & intellectual freedom, access to account information for young adults in particular may need to be limited to that account alone (& staff of course.)

I can imagine that this could be a system default setting, yes or no, that a parent could access the accounts of all linked children from their own card. Then it can be either turned on or off on a case by case basis.

It would also be cool to be able to 'nominate' a secondary parent card.

I would like to sponsor this now rather than waiting because we are planning a reregistration exercise in the next few months and this would be a good opportunity to get all these linkages and settings tidied up.

I think this would be a good feature to add.

If parents are to be responsible for the loans and fines of their children, they should be able to manage them from their OPAC account. 

I would add a system preference similar to AllowStaffToSetCheckoutsVisibilityForGuarantor / AllowPatronToSetCheckoutsVisibilityForGuarantor that creates a yes/no toggle to allow OPAC actions (instead of just visibility) by the guarantor.

Should this bug be cut up in different ones to make it easier to patch?
e.g. one bug to allow guarantors to renew checkouts, one bug to allow holds, on bug to change personal info, etc.

The original request was for

- View and renew items checked out

  We can already view, I created a bug for renewing (bug 32423)

- View and renew items overdue

  I think this is already included in checkouts

- View status of and cancel holds you have placed
  
  I created a bug for this one (bug 32424)

- View fines you owe

  This is already possible

- Submit changes to your personal details (like name or address)

  Not sure about this one? 

- Submit a change to your password

  Not sure about this one... I feel like a guarantor could change their guarantee's password without telling them and the guarantee wouldn't be able to log in anymore...

- View your Reading History (also known as 'Checkout History')

  Not sure about this one either. It would have to take into account when the viewing of checkouts was allowed in order to prevent the guarantor to see checkout they were not allowed to see...?

- Manage your purchase suggestions (view status and add)

  I don't see the usefulness of this

- Manage how you're notified by the library of events and due dates

  Like the password change and personal info change, I feel like this could lead to abuse

- Review an edit your lists

  I don't see the usefulness of this
