At the moment, if a patron has any fines, even just $0.10, that patron cannot use self checkout machines, and staff are asked to override the fine every time they check out an item. However, when a fine is below noissuecharges, this should not be necessary. There should also be a syspref that specifies whether staff can override fines above the noissuecharges threshold.

This has been fixed in master.
