Steps to recreate:

Add a circ rule for any library other than default, click add
search for a patron from the check out box at the top of the screen (still ok at this point)
Search the catalog from circulation.pl -> the set library changed to the library I just added a circ rule to.

The change is persistent, and affects circulation processes.

This happened with Superlibrarian privileges.

This can also be reproduced by searching for another patron in step 3, in addition to searching the catalog.
