I'm not sure how else to title this bug.  When you do a fresh install your SubscriptionHistory preference says it's set to 'full' but when you view the OPAC it's not the full history it's the brief.  When you change it to brief it doesn't change the display - but if you change it back to full after changing to brief you finally get the full history. I think this is because the value showing by default is just there because of the order it appears in the list and not because the value is actually set in the database.

Looks like a typo in sysprefs.sql which initially sets it to the meaningless value
