When you use XSLT stylesheets in the staff and OPAC it shows the 856 field as linked text if there is a $3 or $z.  If you have normal view instead the link shows with a bullet below it for the $z or $3 .. can the normal template be updated to just link the description to the url like the XSLT? I think it used to be that way (but it's been a while since I used normal so I'm not sure).

I don't know the strict rules of the 856 tag, but the editor says:

856$u Uniform Resource Identifier
856$y Link text
856$3 Materials specified
856$z Public note

I would expect 856$y to be the text to be used for the link, and that's the case in the normal view. In the XSLT view if you have all of these populated $y, $3, and $z are all strung together as the link text. It's not readable at all.

Is there a situation in which $3 or $z would need to be substituted for $y because $y is not present?

I think this is a WONTFIX now by coding guidelines:
