On the list page in staff the message "No public lists." is not translatable.

Created attachment 8307 [details] [review] Bug 7746: "No Public Lists." not translatable. I am not sure why the translation script the text, but putting it into a paragraph tag <p></p> fixes the problem. Patch also fixes capitalization. To test: - update the po files with perl translate update <langcode> - check the string is now available for translation and translate it - install the templates using the updated po file with perl translate install <langcode>
