There is not currently a way to track the number of times a Hold is overriden (i.e. that the book is checked out to someone other than the patron who currently has a hold on it).  I think it would be nice to have a Holds Log that keeps track of this info so I could understand how often this happens and if there is any
abuse of this "override".

I think an action log for holds is a GREAT idea - it would be awesome if koha logged the following regarding holds:

- logged in user who placed the hold
- where it was placed (opac or staff client)
- it's position at first creation
- any time its position is changed by a user (reordered manually)
- who deleted an unfilled hold
- how many times a hold has been skipped over for a user (like in the original bug)
