It seems there is a new patch complexity field required to make status "Needs signoff" but there is no such field unless you enable javascript, change the status dropdown and then scroll up and right.

The patch complexity field should be:

  1. located near the status dropdown (principle of least surprise);

  2. shown by default and hidden with javascript if enabled (graceful degradation).
