When viewing the Catalog concerns report (Cataloging > Catalog concerns), all concerns are shown by default. I feel like this could become crowded quickly. So we should hide the resolved tickets by default.

To reproduce:
1. Enable the CatalogConcerns system preference
2. Go to a bibliographic record and click New > New catalog concern
3. Fill out the form and submit
4. Refresh the page to see the concern in the Concerns tab
5. Click Details
6. Click Resolved
7. Go to Cataloging > Catalog concerns
   --> The concern is show by default

If you have lots of tickets (resolved and unresolved), the view can get crowded. I only tested the functionality a little bit and I already have a pageful.
