To recreate:

1. Set the syspref canreservefromotherbranches to "Do not allow"
2. Under Admin > Circulation and fines set a rule that only allows items to be renewed 1 or 2 times. 
3. Find a bib record with 2 or more items. Make sure those items are located at different branches. 
4. Choose an item from "Library A" and check it out to Patron A who's home library is "Library A". 
5. Now find another patron who's home library is "Library A" and place a hold on that same item. 
6. Check Patron A's account and notice that the item is showing as "On Hold". 
7. Renew the item on Patron A's account until you exhaust all the renewals. The renew column will now show as "Non-renewable" instead of "On Hold". 

Even if an item has exhausted its renewals it should continue to reflect an "On hold" status if it is on hold.
