Jon, the "importance" setting has no effect on how bug fixes are prioritized. If a bug isn't moving there are a few things you can do: - Provide more information. My comment from 2016 asks for more information and got no response. - Bring it up on the mailing list. If others are bothered by the problem it might trigger some action. - Pay to get it fixed. This is the only way you can guarantee action. I think that is not possible by configuration and while bugzilla is open source, we don't want to make too many changes as they would give us trouble at the time of updating.
