installer.pl should check that the mod_env module is loaded for the SetEnv
apache configuration parameter to work

This bug is specific to Debian which doesn't compile any modules directly into
the apache executable, and loads a very minimal set of them in httpd.conf. 
Apparently RedHat and it's derivatives compile the majority of the modules
directly into the Apache executable.

Done.  installer.pl looks for a commented out LoadModule env_module line and
uncomments it.
