See chat transcript for more info - but the short version is that if you have independentbranches set to 'prevent' then even super librarians can't use the bib export tool to export from all libraries.

[16:41]  <gmcharlt> if library, call number, itemtype, or date range is selected as the filter
[16:41]  <gmcharlt> will only pull in bibs that are linked to items
[16:42]  <gmcharlt> doing it by bib number shoudl work, but only if none of those other filters are selected
