At the moment when a patch is reverted from a branch, it will still be listed in the release notes. It might be hard to figure out if the patch has been pushed - reverted - pushed again, so my suggestion would be to let the release notes generate a warn that the release maintainers can check.

I am not sure if this is still true, but it should be filed on the issue tracker if so: https://gitlab.com/koha-community/release-tools/-/issues
