The "Warning at %" dialog box sets budget "budget_encumb", which is essentially a warning that occurs when the budget reaches a certain percentage of the total. There is text after the dialog box which says "0 to disable". This is *not* the same as the trigger for "Fund amount exceeds parent allocation" or "Fund amount exceeds period allocation" messages, which are triggered when the budget has been exceeded. This distinction should be made clear on the aqbudgets.pl page; partner libraries are entering '0' on in the "Warning at %" dialog box and expecting to disable all warnings.
I am not sure how to fix this, but maybe getting some new eyes on it can help.
I'm not an acquisitions, but I'm confused about why this is confusing. However, we could improve the hint on aqbudgets.pl: Warning at %: "Show a warning when the amount remaining in the fund reaches a certain percentage of the total. Enter 0 to disable." Warning at amount: "Show a warning when the amount remaining in the fund reaches a certain number. Enter 0 to disable." But I think the root of the problem isn't budget_encumb, I think it's the fact that creating or modifying funds doesn't give any contextual information about the amount available in the parent fund or parent budget. I think that's what's confusing about the "Fund amount exceeds..." messages.

Is it the 'amount remaining' or 'amount spent + encumbered'? I thought it was the latter, but haven't verified it yet.
