Koha-indexer uses a daemon --restart: A daemon restart does not really stop and start; the client processes are terminated, but the named daemon itself is not. Changed options are not taken into account. Same for koha-restart-zebra btw. Koha-plack implements its restart by doing a daemon --stop and daemon --start. This makes that changed options are taken into account. If you know how this work, no problem. But it is not consistent.

I'm taking this one, as I'll be revisiting all the daemon handling scripts as part of the containerization effort.
